Cesar Vargas

I have a Ph.D. and a Master of Science degrees in Electrical Engineering from Louisiana State University, Baton Rouge Louisiana, USA, in Communications and Signal Processing. I am a member of the Mexican National Researchers System (SNI), level II; and a regular member of the Mexican Academy of Science (AMC). I am a Senior member of the IEEE, the IEEE Communications Society Monterrey Chapter Chair, and the Faculty advisor of the IEEE-HKN Lambda-Rho Chapter at Tecnologico de Monterrey, Mexico. I was also the Technical Program Chair of the IEEE Wireless Communications and Networking Conference (IEEE WCNC 2011) held in Cancun, Mexico. I am co-author of the book Position Location Techniques and Applications (Academic Press/Elsevier). Currently, I am the Director of the Doctorate program in Information and Communications Technologies at Tecnologico de Monterrey, Campus Monterrey. My research interests are in personal communications, Cognitive Radio, MIMO systems, stochastic and traffic modeling, Intrusion/anomaly detection in networks, position location, interference, routing in reconfigurable networks, network and channel coding, and optimum receiver design.
