Until his retirement, Jay Hoover was a Senior Project Manager at NASA and served as Champion for Best Practices Implementation, Continuous Improvement Facilitator, and as the Lean/Six Sigma Belt for Quality System Improvements. A frequent speaker and representative of NASA at industry project management conferences, symposia, and seminars, he was an active member of the Construction Industry Institute’s Implementation Strategy Committee and of the National Building Commissioning Association.
He was widely recognized as safety champion and instructor for NASA’s Academy of Program, Project, & Engineering Leadership (APPEL) Courses for Construction of Facility Project Management. He also led the Best Practice Implementation Workshops for Facility Sustainability Design and Construction Safety Zero Incidents.
During a career in federal service that spanned seven administrations, Jay amassed 40 years of experience in the quality management of various phases of the facility project delivery process, including planning, design, construction, activation, operation, and maintenance. An Honor Graduate of North Carolina State University, Jay was awarded the JSC Quality and Safety Achievement Reward (QASAR), received the NASA Exceptional Service Medal in recognition of his efforts in development and implementation of Quality Assurance programs, and was named Construction Industry Institute’s Outstanding Instructor of the Year in 2007.
