Philip A. Smith grew up in McConnelsville and Zanesville, Ohio. He earned his BS degree in Health Sciences (Surgery) from Case Western Reserve University in Cleveland, Ohio and his Medical Doctorate (MD) and Masters (MS) from Wright State University in Dayton, Ohio.
