Mel was a native Filipino, who grew up in Maria Aurora, Aurora Province where he finished his primary education. He served as a local lay pastor in Nueva Ecija area while going to college in Cabanatuan City, at Philippine Wesleyan College (now WUP- Wesleyan University Philippines.) He did his graduate and post graduate work at Saint Paul School of Theology in Kansas City, Missouri USA where he earned a Master of Divinity and Doctor of Ministry degree. He was ordained clergy of the United Methodist Church and served churches in the Philippines and in Iowa, USA. He served as military commissioned officer, Chaplain (Major) of the US Army and was medically retired due to heart problem. He is now living in Baler, Aurora, Philippines, where he takes care of his with Aleta, who lives with the Alzheimer's disease.
