James R. Phelps

James Phelps, Ph.D., writes across a wide span of topics, from Border Security to International Constitutions. He currently teaches for five (5) university programs at three (3) universities. Most of his teaching is done at the graduate level.

Beyond the study of international police development, historical analysis of international military and law enforcement interventions, and U.S. History, his employment background and expertise includes nuclear power plant operations and maintenance, risk management and disaster response, chemical and cryogenic manufacturing, and he is a trained Bureau Pathologist.

James earned his Ph.D. in Criminal Justice in 2008. He also holds a Master of Arts degree in recent U.S. History/Military History, and a Bachelor of Arts degree in History with a minor in Anthropology.

He retired from the U.S. Navy in 1998 as a Senior Chief Machinist's Mate - Submarines.
