Kennard R. Wiggins

Brig. Gen. Kennard R. Wiggins, Jr.,(DE ANG Ret),is a native of Newark, Delaware. He is a third generation Delaware Guardsman. He was almost literally born into the National Guard. His grandfather served in the pre-war Delaware Army National Guard, and his father was a charter member of the Delaware Air Guard. Kennard Jr. was born a few months after the Delaware Air Guard was founded. He enlisted in the 166th Airlift Group in 1966.

A graduate of the University of Delaware, General Wiggins also holds a master's degree from National Defense University in National Resource Strategy. He is a veteran of over 37 years of service to the Air National Guard and the United States Air Force. He held various positions in Aircraft Maintenance, Public Affairs, Recruiting, Personnel, Speechwriting, Strategic Planning, and Training during his long military career.

General Wiggins currently resides in Elkton Maryland, where he serves on the Cecil County Planning Commission. He is the former executive director of the Delaware Military Heritage and Education Foundation. He authored Delaware Air National Guard for Arcadia Publishing in 2008. He was also a contributing author to Histories of Newark Delaware, 1758-2008. Kennard and his wife Elizabeth have two married children, and four grandchildren. He likes to sketch, write, and garden in his spare time.

His high regard for and dedication to the men and women of the Delaware National Guard is the result of a lifelong association with the organization that has continued past his active service. His book is a testament to that affection.
