Born in Alberta and educated at the University of Alberta and Duke University. His career included teaching economics at numerous Canadian universities; working in the federal government's Cabinet office; research administrator at the OECD in Paris; partner in private consulting practice; and Director of the CCSD, a leading non-profit social research organization. Throughout his career he styled himself as a "social economist" concerned with the impact of economic policies on families and communities. A major focus is on inequality, poverty and local and small-scale economic development. He is basically retired and resides in Ottawa Canada.
