Manuel Monteiro da Veiga was born in the Municipality of Santa Catarina, Santiago Island, Cape Verde, on March 27, 1948. He is a distinguished Cape Verdean linguist recognized both nationally and internationally.
He is a specialist and one of the foremost scholars and advocates for the appreciation of the Cape Verdean Language.
He studied at the Higher Institute of Theological Studies in Coimbra, Portugal, from 1971 to 1974. He also obtained a Bachelor's degree in General and Applied Linguistics from the University of Aix-en-Provence, France, between 1975 and 1978. He received his Doctorate from the same university in 1994 and 1997.
He has held various public and technical positions in his country. Among these roles in his recent past, it is noteworthy to highlight his position as Minister of Culture of the Republic of Cape Verde; his teaching of the Cape Verdean Language at the University of Cape Verde; his role as Head of the Department of Linguistics at the Ministry of Education; Director General of Culture in the Republic of Cape Verde; Director-General of Cultural Heritage; President of the National Institute of Culture. He was also a member of the International Committee of Creole Studies; Cape Verde's representative, as a linguist, in the context of Portuguese language orthographic agreements. He served as the President of the National Commission for the Standardization of the Cape Verdean Language Alphabet.
