Author of Los militares y el poder (Lima, 1983), Política militar y dominación, Puerto Rico en el contexto latinoamericano (San Juan, 1988), coeditor of Conflict, Peace and Development in the Caribbean (London, 1989), Security Problems and Policies in the Post Cold War Caribbean (London, 1996), editor of Cuba en crisis, perspectivas económicas y políticas (San Juan, 1995), Fronteras en conflicto (San Juan, 1999), awarded "Best Book of the Year" by Proyecto Atlantea, Las memorias de Leahy (San Juan, 2002), and Strategy as politics, Puerto Rico on the Eve of the Second World War (San Juan, 2007). The most recent books are Puerto Rico en la Segunda Guerra Mundial (San Juan, 2013), Entre Islas: Un homenaje puertorriqueño a Juan Bosch edited with Juan B. Giusti de Jesús (San Juan, 2013) y Alma Mater, memorias y perspectivas de la universidad posible (San Juan, 2013) edited with Francisco Rodríguez and Island at War (New Orleans, 2015) with José Bolívar. Has published widely on Caribbean and Puerto Rican history and educational affairs and has been Visiting Professor at the Universidad Autónoma de Barcelona, Flacso-Dominican Republic, University of Rutgers (New Jersey) and Pontificia Universidad Católica Madre y Maestra of Santo Domingo.
