Panagiotis Delimatsis

Panos Delimatsis (1978) is Professor of EU and International Trade Law at Tilburg University, the Netherlands. He is a senior member of the Tilburg Law and Economics Center (TILEC) as well as the Tilburg Institute on Law and Technology (TILT). In the period 2011-23, he was the Director of TILEC, an interdisciplinary Center of Excellence, the biggest of its kind in Europe, studying the governance of economic activity. He also leads TILEC's and TILT's work on trade, finance, investment and standardization. Previously, Panos has worked at the World Trade Institute, the University of Bern and the Appellate Body Secretariat of the WTO. He has also held visiting professorships at the universities of Lausanne, Neuchâtel and Saarbrücken. In the academic year 2015-16, Panos was a Senior Fellow at the program on international financial systems at Harvard Law School.

In December 2016, Panos was awarded an ERC Consolidator Grant (2 million Euros), the most prestigious mid-level personal grant at the EU level, to investigate the resilience of non-State regulatory bodies and the role of the law.

Panos' work focuses on the comparative regulation of services industries, issues of transnational governance and the regulation of international trade. Currently, he is interested in the institutional and substantive aspects of digital trade, innovation, standardization, financial regulation and sustainability, using interdisciplinary methods. His work has been extensively published in top refereed international journals.

He is the author and editor of much-acclaimed books, including 'International Trade in Services and Domestic Regulations - Necessity, Transparency, and Regulatory Diversity'​ (International Economic Law Series, Oxford University Press, 2007); 'The Prospects of International Trade Regulation' (Cambridge University Press, 2011); 'The Law, Economics and Politics of International Standardization' (Cambridge University Press, 2015); the 'Research Handbook on Climate Change and Trade Law' (Edward Elgar, 2016); 'The Evolution of Transnational Rule-makers Through Crises (Cambridge University Press, 2023) and 'State Capitalism and International Investment Law' (Hart, 2023). In 2026, he published a book on digitalization and international investment law (Cambridge University Press) and another book on EU law and Regulatory Spaces (Hart Publishing).

Panos read law in Komotini, Greece; Saarbrücken and Heidelberg, Germany; and Neuchâtel, Switzerland and was a visiting scholar at Harvard Law School.
