At the heart of the book is the question of how economic sanctions affected everyday life in Iraq. Who really benefited from the program? What role did the Security Council and in it the individual member states play? And have there been and are there alternatives to the UN Iraq policy?
In answering these questions, Graf Sponeck uses previously unpublished internal UN documents. On the basis of this material and after evaluating numerous talks with Iraqi politicians (including Saddam Hussein), UN decision-makers (such as Secretary General Kofi Annan), members of the UN Security Council and, above all, with the Iraqi population affected locally, the author is able to provide a detailed picture of sanctions policy. the domestic political situation. Last but not least, the political experience that Graf Sponeck gained during his many years of work for the UN lends considerable weight to his analysis of the facts and his assessment of the political contexts. As a UN coordinator responsible for the implementation of the "oil for food" program, Count Sponeck put himself on the side of the population and did not shy away from the conflict with the governments of the US and UK and superiors at the UN headquarters in New York. Thus, he left the UN Security Council and the representations of the USA and Great Britain to the United Nations photo material about the consequences of the Allied bombing attacks and special reports on the suffering of the people. In early 2000, Hans-C. Graf Sponeck resigned from the UN post because he did not want to support the impoverishment of people caused by war and sanctions for humanitarian and human rights reasons.
Against the background of his experience on the ground and on the scenes of international politics, Count Sponeck names the existing political options for a humanitarian design of UN engagement in Iraq. These suggestions, as well as his criticism of previous policies, ultimately raise the question of a comprehensive reform of the United Nations. This book is an important contribution to the contemporary history of a country and to the role of the United Nations in what is arguably the most outstanding international conflict of recent times.
