32 p. Notes. Summary of Vertical Integratin Studies. Policy Analysis is a regular series evaluating governemtn policies and offering proposals for reform. A review of the debate surrounding electric utility restructuring in California reveals that legislators and regulators regarded vertical itnegrations primarily as a tool that incumbent utilities could use to perpetuate their market power. They thus disregarded the benefits that might accrue from vertifical integration and used the force of regulations to encourage the sale of generating plants to independent power producers. It is suggested that the California restructuring was off course. Very good. No dust jacket as issued. Date stamp and ink marks on rear cover.
