She proved that forty-two thousand people exist. Which is exactly what makes them illegal.
Dr. Yara Osei filed the most important record of her career. It was complete. It was true. Every fact in it can be certified across fourteen archives.
And it has turned a hidden community - four generations who survived by being invisible - into a sixty-day administrative emergency. They have been seen. Now they must be resolved.
Renash Tor has the answer, and it is a good one. Full retroactive citizenship. Legal homes. Everything they have wanted for a century. His price is a fifty-year seal on Yara's record.
He will fix the harm - if she will stop documenting it.
He does not go behind her back. He walks their corridors without security and answers questions for six hours, and does not lie once. Then he lets them vote.
Meanwhile, in a dark colony at the edge of mapped space, Yara finds a second record - one that has been keeping a scrupulous, terrible account of her for eighty-six years. Every case. Every achievement. Every harm.
Including the one she has never filed.
What happens to a people the moment they are counted - and what happens to the woman who counted them?
