The story of Cliff Carter, the successful novelist, and Jessica Arnold, police officer on the Surf City Police Department, continues in another suspenseful trip back to the oceanside town of Surf City, North Carolina. Cliff has innocently attracted the attention of Sarah Lee, a rich widow from New York, who is tired of playing the pick-up game. She has decided that she wants a real relationship with a quality man, and that man is Cliff Carter. When she discovers the connection that Cliff and Jessica have she isn't bothered in the least. In fact, it simply drives her desire for him even more. She is confident that she will win. Unfortunately, Sarah must also deal with one of her previous lovers who decides he wants Sarah, and like Sarah, isn't willing to give up on what he wants.
