The modern surveillance state has become vastly more powerful—and vastly harder to see.

Surveillance Leviathan: Essays on the Digital Beast examines what happens when governments gain unprecedented access to the intimate details of human life while the institutions exercising that power become increasingly opaque, automated, bureaucratic, and difficult to hold accountable.

Moving beyond familiar debates about privacy, Michael Filimowicz asks a deeper question: What does surveillance power do to the institutions that possess it—and to the people subjected to it?

Drawing on philosophy, psychology, political theory, law, and the history of intelligence, Surveillance Leviathan explores how secrecy, technological scale, institutional culture, and asymmetries of knowledge can transform surveillance from an investigative tool into a system of domination.

At stake is more than personal data. It is personal sovereignty: whether some part of the self can remain beyond the reach of institutions that increasingly possess the power to watch, classify, predict, and intervene in our lives.

Four centuries ago, Thomas Hobbes imagined the state as the Leviathan: an immense artificial creature granted extraordinary power in exchange for protection. Today, that creature has gone digital—distributed across government agencies, technology platforms, telecommunications networks, databases, algorithms, contractors, and systems that often no longer look like the state at all.

The old political beast has become difficult to see precisely as its capacity to see us has become extraordinary. Surveillance Leviathan is an attempt to make the beast visible again—because a society cannot govern a power it cannot see, and freedom cannot survive indefinitely where the watchers are everywhere and accountability nowhere.
