Print on Demand. This book explores social, industrial, and public health problems through archival research and empirical investigation of West Ham, a growing extra-metropolitan London suburb. The author traces the borough's expansion from a market garden and residential district into a center for manufacturing and casual labor. Amidst the rapid growth, the public health and living conditions of West Ham declined. The book explores this decline through the lens of housing, employment, local government, and other social institutions. It will be of interest to urban planners and policymakers today, as many of the challenges faced by West Ham are mirrored in modern cities. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in the book.

The report has been compiled by Mr. E. G. Howarth, Head of the House for Residents in connection with Trinity College, Oxford, at Stratford, and by Miss Mona Wilson, appointed as investigator by the sub-committee. Mr. C. P. Sanger, Assistant Professor of Economics at University College, London, has been responsible for the statistical methods employed.
The Object of the sub-committee has been to single out for investigation those conditions which were most likely to exhibit features peculiar either to West Ham or to extra metropolitan areas generally. Other questions, however im portant in their bearing on the lives of the industrial classes, have been considered to fall outside the scope of this report.
NO study, for example, has been made of household budgets, as this subject has been already dealt with by Mr. Rowntree, Dr. Noel Paton, and others, and the results of such an inquiry in West Ham would be unlikely to differ materially from those in other districts with a population of the same grade.
