Evett received his Bachelor of Science in Civil Engineering and Master of Science in Civil Engineering from the University of South Carolina and his Doctor of Philosophy from Texas A&M University.  Together, they have over 80 years of professional experience as a highway engineer in a state highway department, a soils engineer in a consulting engineering company, and a professor and administrator in a state university.
