About the Authors: <b>Sari Horwitz</b> is an investigative reporter on the metropolitan staff of <i>The Washington Post,</i> where she has reported on crime, education, and social services for nineteen years. She lives in Washington, D.C., with her husband, Bill Schultz, and daughter, Rachael.<br><br><b>Michael E. Ruane</b> is a general assignment reporter on the Maryland desk of <i>The Washington Post.</i> He was previously a reporter for <i>The Philadelphia Inquirer</i> and served as the Pentagon correspondent in Knight-Ridder’s Washington bureau.
