"The Smoke Inspector's Handbook : Or, Economic Smoke Abatement" is a comprehensive technical guide focused on the practical and economic aspects of reducing air pollution in industrial settings. Written during a period of rapid urban industrialization, this work serves as both a practical manual for sanitary inspectors and a manifesto for fuel efficiency. Herbert G. Clinch explores the mechanical and chemical processes involved in combustion, offering detailed strategies for the mitigation of coal smoke-a major environmental challenge of the early twentieth century.

The text emphasizes that smoke abatement is not merely a matter of public health and aesthetics but also a crucial component of industrial economy, as excessive smoke often represents wasted fuel and inefficient energy use. Covering essential topics such as boiler management, chimney construction, and the legal responsibilities of the smoke inspector, the handbook provides a detailed look into the early development of environmental engineering and public health policy. It remains a significant historical document for readers interested in the history of technology, the evolution of urban air quality standards, and the origins of modern pollution control practices.
