Student body president Isozaki's plan to have two ultimate fighting groups battle, one to represent the scum of the streets and one to represent the righteousness of the schools, has taken shape - the setting is Dragon Land, the Isozaki family's partially built amusement park; the news crews are in place; the opponents are positioned throughout the park; and the heroes...well, they re no where to be found.
