Porter, (1793-1862), born near Norristown, Pennsylvania, was a jurist, politician, one of the founders of Lafayette College, and a businessman with interests in railroads. He was appointed interim Secretary of War by President Tyler but the senate rejected his nomination. In this speech he argues against the right of the people to repeal charters legally granted and accepted by the corporators.
