"Russian Local Government During the War and the Union of Zemstvos" provides an in-depth analysis of the critical role played by local administrative bodies in Russia during the tumultuous years of World War I. This comprehensive study examines the All-Russian Union of Zemstvos, an organization that emerged as a vital force in supporting the nation's war effort when the central imperial government faced significant logistical and administrative challenges. Through the contributions of historical figures involved in the movement, the work details the transformation of these local institutions from providers of rural services into a massive network responsible for medical relief, refugee assistance, and the supply of the Imperial Russian Army.

The text explores the complex dynamics between the Russian autocracy and the growing influence of organized public forces. It highlights how the Zemstvos became a focal point for social and political activity, laying the groundwork for the monumental shifts that would eventually lead to the Russian Revolution. By documenting the successes and struggles of local governance under the pressure of total war, this volume offers invaluable insights into Russian social history, political science, and the internal conditions preceding the collapse of the Romanov dynasty. It remains a fundamental resource for understanding the civic infrastructure and wartime mobilization of pre-revolutionary Russia.
