The Committee was convened following a series of complaints and charges over several years in regard to the general and financial management of the Institution. A very detailed enquiry, including over 800 replies to questions sent out by the committee, and a mass of first-hand evidence, established that most of the charges were unfounded, although improvements could be implemented.
