Print on Demand. This book begins with the announcement of the Senate's readiness to hear President Thomas Jefferson's message to the nation. The gathered representatives of the young United States stand prepared to listen to the third President convey his vision of what lies ahead for the newly established democracy. What the President imparts in the pages that follow is not merely a documentation of the nation's current affairs, but a comprehensive exploration of the challenges and opportunities faced by the United States on both a national and global scale. The author's extensive recounting of Jefferson's message provides profound insights into the chief executive's thinking, extending to issues of national currency, international trade, balancing the budget, reducing national debt, the military, and westward expansion. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in the book.…

Mr. Hayne said, he had but one remark to make on the question before the Senate. He thought it was only respectful to the body with which the bill originated, to refer it to some Committee, in which, if it were liable to the objections stated, it mi ht be so amended or correct ed, as to remove those objections. As the Senate had agreed that there was no appropriate committee to which it could he referred, the usual course in such cases was, according to parliamentary rules, to appoint a Select Committee for it. He therefore hoped that this motion would prevail.
