Excellent et rare document que ce rapport parlementaire sur les achats d'armes de la France à la fin du second Empire. On y trouve des détails sur les contrats avec Remington aux US et les différentes autres usines d'armement en Europe et en France ainsi que des détails sur les transactions financières passant par les banques Morgan et Rothschild à Londres, ainsi que les réponses reçues par la commission suite à la publication de son rapport. On peut y lire de nombreux cas d'une gabegie à la Française où des contrats de fabrication de munitions ont été signés à la légère et sans les précautions minimales d'usage qui ont coûté une fortune à l'état.
