Eppure, le crisi ricorrenti che hanno scosso il pianeta, dalla Grande Crisi Finanziaria del 2008 a quella del debito sovrano europeo, hanno incrinato profondamente questa fiducia. Hanno rivelato che le fondamenta del nostro castello finanziario sono forse più sabbiose di quanto ci è stato dato a credere.
Il libro che tenete tra le mani, “Quantitative Balancing: Oltre la Crisi”, non è l’ennesima lamentazione su ciò che non funziona. È un’opera di rara ambizione intellettuale e di coraggio pratico. Marco Saba non si limita a diagnosticare la malattia, ma propone una cura. E lo fa con la precisione di un ingegnere, la visione di un riformatore e la passione di un cittadino che si rifiuta di accettare lo status quo.
L’idea centrale del Quantitative Balancing (QB) è tanto semplice nella sua enunciazione quanto rivoluzionaria nelle sue implicazioni: rendere trasparenti i bilanci delle banche e restituire allo Stato la sovranità sulla creazione di moneta. Saba smonta, pezzo per pezzo, la “scatola nera” della contabilità bancaria, mostrando come le attuali convenzioni (IFRS, US GAAP) non solo non riescano a rappresentare la realtà dei flussi di cassa, ma la mascherino attivamente. La creazione di moneta attraverso il credito, il cuore pulsante dell’economia moderna, avviene in una zona grigia contabile e legale che genera instabilità, rischio morale e un’iniqua distribuzione di profitti e perdite.
La proposta del QB – riclassificare i depositi come un debito delle banche verso la Tesoreria dello Stato e non verso i depositanti – non è un mero esercizio tecnico. È un cambio di paradigma. Trasforma la banca da “proprietaria” dei fondi che le affidiamo a loro “custode”. Riconosce il signoraggio per quello che è: un provento derivante dalla sovranità monetaria, che spetta alla collettività e non a un oligopolio privato.
Ciò che rende questo libro particolarmente convincente è il suo approccio multidisciplinare. Saba attinge alla teoria dei giochi per dimostrare come il QB possa creare un “Equilibrio di Nash” virtuoso, in cui banche, Stato e depositanti trovano conveniente cooperare per la stabilità. Rilegge le crisi recenti attraverso le lenti del suo modello, conducendo un’analisi controfattuale rigorosa che suggerisce come il QB avrebbe potuto agire da “vaccino” sistemico. E, cosa più importante, non si ferma alla teoria: delinea un percorso di riforma legislativa concreto e attuabile, con proposte di modifica puntuali per l’ordinamento italiano ed europeo.
“Quantitative Balancing: Oltre la Crisi” è un libro destinato a suscitare un dibattito intenso e necessario. Sfida dogmi consolidati, mette in discussione interessi potenti e ci costringe a porci una domanda fondamentale: a chi appartiene la moneta? La risposta che emerge da queste pagine è chiara: la moneta è un bene pubblico, e la sua gestione deve essere trasparente, responsabile e finalizzata al benessere collettivo.

Statutory right to withdraw
You have the right to withdraw from this contract within 14 days without giving any reason.
The withdrawal period will expire after 14 days from the day on which you acquire, or a third party other than the carrier and indicated by you acquires, physical possession of the last good or the last lot or piece.
To exercise the right of withdrawal, electronically fill in and submit a clear statement on our website, under "My Purchases" in "My Account". We will communicate to you an acknowledgement of receipt of such a withdrawal on a durable medium (e.g. by e-mail) without delay.
To meet the withdrawal deadline, it is sufficient for you to send your communication concerning your exercise of the right of withdrawal before the withdrawal period has expired.
Effects of withdrawal
If you withdraw from this contract, we will reimburse to you all payments received from you, including the costs of delivery (except for the supplementary costs arising if you chose a type of delivery other than the least expensive type of standard delivery offered by us).
We may make a deduction from the reimbursement for loss in value of any goods supplied, if the loss is the result of unnecessary handling by you.
We will make the reimbursement without undue delay, and not later than 14 days after the day on which we are informed about your decision to withdraw from this contract.
We will make the reimbursement using the same means of payment as you used for the initial transaction, unless you have expressly agreed otherwise; in any event, you will not incur any fees as a result of such reimbursement.
We may withhold reimbursement until we have received the goods back, or you have supplied evidence of having sent back the goods, whichever is the earliest.
You shall send back the goods or hand them over to PBShop.store US, Springfield Gardens, New York, U.S.A., +44 1285 712917, without undue delay and in any event not later than 14 days from the day on which you communicate your withdrawal from this contract to us. The deadline is met if you send back the goods before the period of 14 days has expired. You will have to bear the direct cost of returning the goods. You are only liable for any diminished value of the goods resulting from the handling other than what is necessary to establish the nature, characteristics and functioning of the goods.
