Program Execution and Operations
A compliance program can have a sound architecture and a thorough legal foundation and still fail where it matters most: in the daily mechanics of actually running the thing. Volume 3 addresses that gap directly, taking the five functions where compliance programs most often collapse between intention and practice — policy development, training, auditing and monitoring, investigations, and vendor oversight — and treating each as a discipline with its own real structure, not an item to be checked off.
This volume follows a policy from the moment a need is identified through drafting, governance, distribution, and eventual retirement, addressing directly why so many technically-approved policies never actually change behavior. It builds a training curriculum from an organization's own risk profile rather than a generic content library, and insists on comprehension testing that proves understanding rather than mere completion. It develops a genuinely risk-based audit work plan, the sampling and extrapolation methodology that determines whether a finding is defensible, and the corrective action discipline that closes the loop rather than leaving a documented, unaddressed problem sitting in a file. It walks through an internal investigation from intake to conclusion — evidence sequencing, interviewing technique, privilege protection built in from the outset, disciplinary consistency that's actually verified rather than assumed, and the self-disclosure decision that often follows. And it treats vendor relationships as a full lifecycle, from pre-contract due diligence through the ongoing monitoring most organizations quietly let lapse, to the offboarding risk almost everyone overlooks.
The volume closes with two chapters addressing where this work is actually heading. One examines the accelerating shift toward real-time, AI-driven compliance monitoring — including CMS's own 2026 pivot from retrospective "pay and chase" enforcement toward real-time "detect and deploy" fraud prevention — and the governance an organization needs to adopt these tools without simply creating a faster, less accountable version of the same old risk. The last integrates all five functions into a single annual work plan and a set of board-ready quick reference cards, making the case that these functions were never meant to operate as five separate checklists, but as one connected system.
Written jointly for compliance officers who need genuine operational command of these functions and the attorneys who advise them, Volume 3 is the third installment of a six-volume Healthcare Compliance & Quality Compendium, building directly on the architecture Volume 1 established and the legal foundation Volume 2 provided.
