Review
Helton provides a rich and descriptive account and assessment of particular international efforts to respond to ethnic conflicts ... The strength of Helton's argument is his empirical discussion and the practical requirements necessary for responding to refugee crises. He provides extensive and insightful analyses of the specific international responses to a number of refugee crises. (International Affairs)
This book provides an analytical approach to refugee policy-making that will be invaluable to students in politics, international relations and refugee studies. (Times Higher Education Supplement)
Masterfully written and innovative, Arthur Helton's book offers a most comprehensive and insightful treatment of refugee issues. This work is a splendid combination of the author's solid academic judgement and his practical familiarity with the subject. (Sadako Ogata, Resident Scholar, Ford Foundation, Co-Chair, International Human Security Commission, and Former United Nations High Commissioner for Refugees)
This book is required reading for anybody who worries about making our world more stable and secure by addressing the plight of 35 million refugees and displaced people. Arthur Helton makes a compelling case that the world can - and must - do a better job of dealing with displaced populations. (Kenneth H. Bacon, President, Refugees International, and Former Pentagon Spokesman)

Shipping terms
Orders usually ship within 2 business days. Shipping costs are based on standard-sized books weighing up to 4 LB, or 1.8 KG. If your book order is heavy and/or over-sized and the shipping address is OUTSIDE of The United States, we may contact you to let you know extra shipping is required.
At Mahler Books, we make no attempt to over-charge for shipping. Sometimes International buyers are surprised to discover the high cost of shipping heavy or over-sized books.
If you are located OUTSIDE of The United States, and you are ordering a heavy or over-sized book, the shipping costs are estimated to be about 42 US dollars. This is the cost of the Global Priority Flat Rate Box. I agree that this shipping cost seems excessive, but this is what the Postal Service charges me, and this is the cheapest rate I have been able to locate for large books weighing over 1.8 KG.
