Covers are very clean and intact except for age toning along edges and a former owner's inscription in black ink on front ("See Pages 8-17 inc."). A Very Good copy. This is the transcription of a speech that was originally given by Jesse S. Phillips, Superintendent of Insurance of the State of New York and President of the National Convention of Insurance Commissioners, at the National Convention held at St. Paul on August 28, 1917. Phillips brings the insurance commissioners' attention to a few key matters at hand including a proposed "new standard fire policy," "change of stock control of life insurance companies," "acquisition cost of compensation insurance," and "compulsory health insurance." Phillips speaks the most about the last subject, the proposal for compulsory health insurance. In this section of his speech, Phillips is staunchly opposed to mandatory health insurance which would be paid by employees and their employers for the benefit of the general public. Phillips believes that such as policy is "un-American," "socialistic," and an enemy of democracy. He argues that insurance is a business matter and thus believes that the government has no role in requiring that laborers or employees pay into mandatory health insurance. Phillips argues that mandatory health insurance policies only aid and abet the "shirker, the idle and improvident." He criticizes the shared responsibility health insurance policies as implemented in Germany and other European countries. Phillips contends that mandatory health insurance has not bettered the German people in terms of lowering rates of sickness or death. He also refers to another critic of the policy who claims that mandatory health insurance is a form of "pauperism" and "bureaucratic formalism" and has resulted in rampant fraud. Overall, Phillips takes a pointed stance against mandatory health insurance and its advocates (many of whom are part of the labor movement) and appears to argue in favor of private health insurance companies.…
