- Modern History of the USA
It is not proposed, in gfiring this sketch, to give an account of each State or Colony in detail, for to do that would be to make a history of them, but only to seize upon such facts as seem to the essayist worthy of note in tracing out the growth of this not entirely new, but rather renewed, idea; and when I say renewed, I 'use that word in a double 'sense-viz., reinstated and0reorganized - a reinstatement of old Germanic ideas, but a complete reorganization and rehabilitation of them, in accord ance with-the novel circumstances presented in a new and undeveloped country. Here the old wine was not content to remain unaffected in old bottles; it could not if it would. The conditions were such that the old forms and restrictions, tested and found worthy in Europe, were found wanting; and the old as well as the new wine of the human spirit was held in check by new forms and new methods of government.1512 - 1754.
