About the Author: Peter Scholten is Associate Professor Public Policy & Politics at the Erasmus University of Rotterdam. Frans van Nispen is currently Associate Professor of Public Administration at the Erasmus University of Rotterdam, having worked previously as policy analyst for the Dutch government.
