“The Passage of the Central Valley Project Improvement Act, 1991-1992: Environmental Defense Fund Perspective” examines the complex legislative process that led to the enactment of this landmark environmental legislation. This account, written by Malca Chall, Thomas J. Graff, and David R. Yardas, provides an insider's view of the strategies and negotiations employed by the Environmental Defense Fund (EDF) to shape the Act.

The book details the Act’s key provisions, including the dedication of water resources for environmental restoration and the protection of fish and wildlife habitats within California's Central Valley. Readers will gain insights into the challenges and compromises inherent in crafting environmental policy at the federal level, and an understanding of the pivotal role played by advocacy groups in influencing legislative outcomes. This book is invaluable for students and practitioners of environmental law, policy, and conservation.
