Finn proposed that this aim can be achieved in three stages: joint operation of industrial establishments with joint participation in profits by capitalists and operatives; joint ownership gradually superadded to joint operation; finally, comlete ownershipby the operatives collectively in each establishment of the capital, in the forms of machinery, materials, etc.whereby they carry on their operations. Finn points out that this system is an adaptation of industrial production embodying the principle of collective ownership by workers that was predicted by John Stuart Mill in the mid-19th century.
