About the Author

The Author: Julia Johannsen holds a Masters and Doctoral degree in Socioeconomics of Rural Development from Goettingen University. She participated in several development and research projects in Latin America and currently works at the Interamerican Development Bank in the targeting, design and evaluation of social programs.
