The Nuclear Dilemma in a Changing World.

The War That Must Never Be Fought explores how nuclear deterrence should be understood seventy years after the first nuclear tests. These essays, edited by George P. Shultz and James E. Goodby, challenge outdated deterrence theories and show a clear need to re-examine notions from the Cold War that no longer fit present circumstances. They argue that a world without nuclear weapons is a desirable objective that is in the national security interests of the United States.

The contributors examine nuclear deterrence from the vantage points of nations in Europe, the Middle East, and Asia, all of which have some form of security relationship with the United States, either cooperative or competitive. They explain, for instance, why agreement by Poland and Germany on nuclear deterrence and nuclear arms control is necessary if Europeans are to be proactive in reducing nuclear weapons in Europe and. They explore the strategic views, and resulting nuclear policies, of India and Pakistan to determine the possibilities for decoupling nuclear weapons from deterrence. They also tell why successfully reducing and ultimately eliminating the nuclear threat must be based on a combination of regional and global joint enterprises. The authors conclude with suggestions that might lead to a successful joint enterprise on security among the world's nuclear powers.

About the Author

George P. Shultz served in the Reagan administration as chairman of the President's Economic Policy Advisory Board (1981-82) and secretary of state (1982-89). Since 1989, he has been a distinguished fellow at Stanford University's Hoover Institution; in 2001, he was named the Thomas W. and Susan B. Ford Distinguished Fellow. He is honorary chairman of the Stanford Institute for Economic Policy Research, Advisory Council, and chair of the Precourt Institute Energy Advisory Council at Stanford, the MIT Energy Initiative External Advisory Board, and the Shultz-Stephenson Task Force on Energy Policy at the Hoover Institution.

James E. Goodby has served as US ambassador to Finland, vice chairman of the US delegation to the Strategic Arms Reduction Talks, and chief US negotiator for the safe and secure dismantlement of nuclear weapons. He is currently the Annenberg Distinguished Visiting Fellow at the Hoover Institution. In 1994, he received the first Heinz Award in Public Policy from the Heinz Family Foundation.

If you use this option, we will communicate to you an acknowledgement of receipt of such a cancellation on a durable medium (e.g. by e-mail) without delay.

To meet the cancellation deadline, it is sufficient for you to send your communication concerning your exercise of the right to cancel before the cancellation period has expired.

Effects of cancellation

If you cancel this contract, we will reimburse to you all payments received from you, including the costs of delivery (except for the supplementary costs arising if you chose a type of delivery other than the least expensive type of standard delivery offered by us).

We may make a deduction from the reimbursement for loss in value of any goods supplied, if the loss is the result of unnecessary handling by you.

We will make the reimbursement without undue delay, and not later than 14 days after the day on which we are informed about your decision to cancel with contract.

We will make the reimbursement using the same means of payment as you used for the initial transaction, unless you have expressly agreed otherwise; in any event, you will not incur any fees as a result of such reimbursement.

We may withhold reimbursement until we have received the goods back or you have supplied evidence of having sent back the goods, whichever is the earliest.

Exceptions to the right of cancellation

The right of cancellation does not apply to:

Orders usually ship within 2 business days. Expected shipping times for "Standard" orders is 4 to 14 business days and for "Expedited" orders is 3 to 5 business days. We do accept international orders, although shipment times may vary, usually from 3 to 6 weeks.

We can overnight books domestically and send books expedited internationally for an additional charge.

The majority of our packages are shipped using Stamps.com NetStamps, a non-trackable method. Please note that all items ordered via the "Expedited" shipping method are automatically shipped with Delivery Confirmation. We ship orders every day, Monday through Friday, (excluding Postal Service holidays) usually by 12PM. If you need to cancel or make changes to an order, please do so as soon as possible -- many requests we get regarding orders are not fulfilled because we find, pack, and ship the book before the buyer contacts us. If you receive a confirmation e-mail from us, it means your order has been shipped and we can no longer make changes to it.
