Print on Demand. This book presents an in-depth analysis of the Confederate administration's failures and proposes a series of amendments to the Confederate Constitution to address these issues. The author argues that the Confederate government's policies have been ruinous, leading to a decline in troop morale, widespread desertion, and the loss of vast territories. They contend that the administration's disastrous conscription policy, which ignored the constitutional authority of states to appoint officers, has undermined the effectiveness of the Confederate army. The book proposes a return to the constitutional principles of state sovereignty and the appointment of officers by states, arguing that these changes are necessary to revitalize the Confederate war effort and secure the independence of the Confederacy. Ultimately, the book offers a compelling critique of the Confederate government's policies and provides a roadmap for a more effective and just prosecution of the war. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in the book.…

The exempts from Con federate service, and most of the State officers, civil as well as military, have in this State been kept in the field almost constantly for the last eight months.
