From the Publisher
RAND, the think tank based in Santa Monica, Calif., that plotted arms-control strategy during the Cold War, is now focusing on the war on drugs. A landmark study released in May (1997), Mandatory Minimum Drug Sentences: Throwing Away the Key or the Taxpayers' Money? uses intensively researched cost-effectiveness analysis to prove what federal judges, prisoners'-rights activists and civil libertarians have said for years: Mandatory minimum sentences for drug offenders are costly and ineffective.
After spending nine years studying drug policy, Jonathan Caulkins, 31, produced a report so convincing that even drug czar McCaffrey has praised it. To assemble the study, Caulkins, an MIT-trained operations-research specialist, developed mathematical models that predict the behavior of black markets and applied them to the drug economy.
His report makes an indisputable case that mandatory minimums simply don't work. And it provides some great sound bites as well, like this one: $1 million spend on treating heavy users will result in 100 fewer kilograms of cocaine being consumed. The same amount of money spent on locking up drug dealers under mandatory minimums will cut cocaine use by only 13 kilograms. (Rolling Stone Magazine)
