He expresses deep concern about the declining value of State bonds and "the deranged state of our finances, caused mainly by an injudicious system of banking upon borrowed capital, and the consequent load of public debt incurred by the State." Observing that the State Bank's charter will soon expire, he urges "the total abandonment and final settlement of our whole system of Banking."
