Paperback. In a country where bureaucracy, often called the "Sarkari Tantra," cloaks itself in silence, The Lamp and the Lock serves as both guide and guardian for the ordinary citizen. Written by Syed Mohammad Haider Rizvi, an advocate of the Lucknow High Court, this book transforms years of courtroom experience, public activism, and research into a practical guide to the Right to Information Act, 2005.Rizvi explains the Act's key provisions, timelines, remedies, and the crucial forty-eight-hour provision for matters concerning life and liberty. Drawing on landmark judgments, real-life cases, and his efforts to pioneer online RTI filing in Uttar Pradesh, he shows how transparency can become a powerful tool for justice.More than a handbook, this book is a call for accountability. From citizens denied basic services to those seeking timely justice, it demonstrates how the RTI Act can unlock institutional indifference and empower people to claim their rights.Accessible to students, advocates, public officials, and citizens alike, The Lamp and the Lock is both a practical manual and a reminder that informed citizens are the foundation of a strong democracy.
