Item description from seller

Single pale blue leaf, folded. Written in neat ink script on first page only, docketed on last page. Toned along outer edge. Very Good. Signed, "H. Maxwell." Maxwell [1787-1873] was a prominent New York Whig lawyer and political figure. During the War of 1812 he was Assistant Judge Advocate General of the Army. He prosecuted Jacob Barker and shipbuilders who were convicted of attempting to defraud insurance companies. Zachary Taylor named him Collector of the Port of NY, and he served through the Fillmore Administration. Maxwell describes an "undigested mass" of disorganized documents. "I regret the necessity of informing you that the search for the papers referred to in your letter of 5 Inst has been fruitless. When the arrangement of the great mass of documents which last accumulated here was begun, some years since, the 1st of July 1800 was, for some unknown reason, selected as the starting point, and from that period the systematic distribution of each ships papers has advanced as rapidly as was consistent with the current business of the office. "There are now more than one hundred chests of papers in the records room, an undigested mass the whole of which must be examined before it can be confidently said that the assessments which you required are not included amongst them, they being of a date earlier than July 1800. "It is possible that amongst the old accounts furnished to the Treasury Department by the New York House, some memorial of the transaction alluded to may be found.".…
