Print on Demand. This book provides an historical account of the economic development associated with small businesses in North Carolina. At a time when such enterprises have become the state's economic backbone, it chronicles the legislative initiatives, missteps, and eventual successes of the state's policy makers in fostering a climate in which small businesses could thrive. At the heart of the book are discussions about tax reform, business regulations, insurance mandates, and access to capital, especially in underserved communities like rural areas. Legislative proposals affecting small businesses are also examined. The insights provided in this book will undoubtedly prove invaluable to policy makers and other stakeholders in states beyond North Carolina who are striving to create a more supportive environment for small businesses to operate and grow. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in the book.…
