The journal of the Senate recorded during the third session of the first Congress and including its response to a State of the Union address by Washington detailing issues with public credit and the northwest frontier; sundry acts authorizing the President to discharge foreign debts; and "An Act Declaring the Consent of Congress, that a New State be Formed within the Jurisdiction of the Commonwealth of Virginia, and Admitted into this Union by the name of the State of Kentucky."
