CHAPTER 1
Preparing Educators in CTVET for Building Human Capacity: A Caribbean Experience
Halden Morris
Human capacity development has been compromised in the Caribbean because of the lack of proper preparation of educators for Career, technical and vocational education and training (CTVET). Many have argued that the preparation of skilled workers is a key issue for the competitiveness of economies all over the world. The debates are focused on delivering quality teacher education for those who will be training future workers in the global economy while respecting the diversity of social, economic, and cultural situations.
CTVET teacher training programmes are also integral to producing competent academic professionals in most career, technical and vocational areas. The advancement of the teaching profession is of paramount importance to any nation. It requires intelligent, highly skilled, imaginative, caring, and highly educated CTVET teachers to respond satisfactorily to the demands placed on education in developed societies. This chapter will therefore identify the shortcomings of career, technical, and vocational teacher training programmes that prepare these professionals in the Caribbean, and make recommendations for improving these programmes to meet the demands of CTVET in the growing economies.

UNESCO-UNEVOC (n.d.) has further emphasised that the qualification of skilled workers is a key issue for the competitiveness of economies all over the world, and the quality of teacher education is crucial in determining the skills of future workers. According to Schwab et al. (2002), TVET not only runs through a formal education system but also through an informal education and continuous training at the workplaces; this is also known as lifelong learning. Teacher or instructor training for TVET is, in some cases, offered 'in service', while in other instances, this is offered as a pre-serv
