About the Author: Kevin M. Woods is an analyst with the Institute for Defense Analyses. He previously served as an officer in the U.S. Army in numerous worldwide operational assignments, retiring as a lieutenant colonel in 2004. A resident of Northern Virginia, he is also the coauthor of a companion volume on the 2003 Gulf War
