It gradually became apparent that the absence of such a treatment was an incomprehensible gap in previous editions, and that what I had been reaching toward in the dynamics of administration was a generalized analysis of the very essence of administration, viz., the line function. (3) The chapters on fiscal administration have been expanded and I hope rendered more meaningful by new material on budget strategy and tactics. (4) In the part dealing with personnel management I have compressed much of the data bearing on detailed operations in order to make room for two new chapters, dealing respectively with industrial relations in the public service (including a short account of the difficult case of the Atomic Energy Commission installations) and with the problem of loyalty and security. (5) The chapters on administrative powers have been compressed and thrown into perspective. (6) The concluding chapters on the control of the powerful official agencies that the times seem to demand have been substantially rewritten to take into account the crescendo of events that burst into public view in 1954. (7) Since this book is read abroad I have included footnote references to much of the current American literature, excepting that which was ephemeral in nature."
