About the Author: Uttam Kumar Sinha is a senior fellow at the Nehru Memorial Museum and Library, and a research fellow at the Institute for Defence Studies and Analyses. His research areas include international politics, climate change, transboundary water issues and the Arctic region. He is also the managing editor of Strategic Analysis, a peer-reviewed journal published by Routledge.
