With Prof. Dr. Uwe Kischel, LL.M., University of Greifswald and Prof. Dr. Hanno Kube, LL.M., University of Heidelberg, two new editors together with a team of authors of over 200 scientists from Germany and abroad are responsible for the new manual of state law.

This new edition is laid out on a total of 12 volumes, which will appear in annual rhythm from autumn 2023. On the one hand, the work is committed to the preservation and profound reflection of state law in its holdings as the backbone of the state community. In addition, it also gives an overall view of the outstanding future topics of state law. It accompanies and directs change, is a source of impulse on a scientific level, for legal application and politics and develops forward-looking and innovative solutions for science and practice at home and abroad.

In their basic structure, the volumes depict German state law in its entire breadth - the constitutional principles, the state organs, the state functions, the general basic rights teachings, the basic freedom and equality rights.

The European and international references of German state law characterise the presentation and analysis of the New Handbook of State Law. It is consistently oriented towards international and European opening and takes into account the diverse interactions with constitutional orders worldwide and with European law. This comparative perspective is reflected both in a view from Germany to the outside and in an account of the external view of Germany.

The New Handbook of State Law is also interdisciplinary and provides cross-references to other legal areas and to disciplines such as politology, history, philosophy, sociology and economics.

Volume I on "Fundamentals, Change and Challenges" of State Law formulates overarching guiding principles and thus sets programmatic accents for the conception of the New Handbook of State Law as a whole, which are taken up in depth and supplementing in the following volumes in their diverse individual aspects. Quasi pulled in front of the bracket, today's challenges and future topics of state law are illuminated:

  • the changing statehood under the impression of Europeanisation, internationalisation or globalisation,
  • the change of constitution and state law itself, the self-standing of constitutional dogmatics against the background of interdisciplinarity,
  • the role of the Federal Constitutional Court,
  • the importance of German constitutional law for discussions abroad,
  • social and political changes leading to cross-cutting topics such as unity and diversity, majority and minority - financial power, economy and globalisation - natural livelihoods and resource consumption - information society, mass data, artificial intelligence - health protection, biotechnology and bioethics - which state law will deal with for the foreseeable future.
