This insightful academic work, "Great Policies: Strategic Innovations in Asia and the Pacific Basin", explores 11 "great policies"—strategic innovations designed to deal with problems that transcend normal boundaries of government action. Authors John D. Montgomery and Dennis A. Rondinelli delve into diverse examples, ranging from the Marshall Plan in the U.S. to China's "reverse brain-drain" policy, and from the financing of land reform by the distribution of industrial bonds in Taiwan to explorations of community natural resource management in Latin America. The book highlights how these actions did not emerge incrementally from existing policies but represented significant departures from conventional organizations and sectoral responsibilities. While such strategic innovations are rare, the featured examples suggest that when they do occur, they are recognizably different from policies that develop incrementally, creating new paradigms of public action, generating new expectations and demands, and requiring extraordinary processes of implementation.Condition: Good.
