Persistent dampstain to lower gutter, scattered light foxing, else internally very good. A very early volume of Dakota Territory laws, passed at the second session of the legislative assembly. The laws passed by the second legislative assembly begin with the establishment of a criminal code, including punishments for setting prairie fires, all gambling and gaming in general and pharo playing in particular, unmarried cohabitation, and for intentionally introducing smallpox to the territory. The assembly also passed laws regulating adoption, incorporating the University of Dakota, capping workdays for women and children under fourteen at ten hours, and providing a bounty for wolf scalps. The volume closes with memorials and resolutions, including a request for a military expedition in order to apply "suitable chastisement" to aggressive Dakota and Lakota tribes in the upper Missouri River region. Notably, though passed squarely in the midst of the Civil War, none of the laws in this volume make any mention of slavery, nor do they differentiate between free Blacks and other citizens in the administration of justice. The volume also prints the U.S. Constitution and Amendments (including the proposed but never-passed Titles of Nobility Amendment as Article XIII), the Declaration of Independence, and the Organic Act of 1861.
