Print on Demand. This book's focus is the presentation and detailed examination of a proposed code of ethics for law enforcement officers. The author, drawing from various historical investigations into police misconduct, argues that this misconduct is not caused by individual moral failings, but instead is a result of weak leadership and poor administrative policies. These problems, the author argues, are intrinsic to the history of policing in the United States. The proposed code of ethics, along with an accompanying set of rules for its implementation, is intended to provide a remedy to these historical problems. The author believes that by adopting this new code of ethics and its accompanying rules, and thereby raising the quality and professionalism of law enforcement, public trust in the police can be restored. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in the book.…

My object in writing this book is to make clear to all law enforce ment officers that the simple expedient of calling one's self a proies sioual servant of the public or referring to one's calling as a proies sion is not enough. There are many standards or controls that must be provided by law enforcement officers, not the least of which is a code of ethics, 3 clear enunciation of basic principles around which all official conduct will conform. It is my hope that by accepting, and living up to the code of ethics recommended herein the police service can soon raise itself to a high plane of professional service which will be recognized by, and meet the approbation of a most critical public.
